Small organisations and startups often have just one or a couple of project or program managers - if at all (who has the headcount to begin with, anyway?). Quite frequently, initially, these activities are covered by staff who are relatively new to them, or even by scientists themselves.

Whatever the case - whether you're a "team of one" and missing a colleague or two, or you would rather be able to focus more on the science - it can be helpful to have someone with relevant experience and knowledge to run things by and develop ideas with, or to help decide what the best tools might be for the job at hand.
